Operation Fancy Free Inc., a registered 501(c)3 nonprofit, concentrates on the feral and stray cat populations (also known as "community cats") in Jackson County, W.Va.
OFF, Inc. includes a rabies vaccine for age-appropriate felines. Since 2019, OFF has also helped provide spay, neuter and vaccination services for nearby Roane and Mason counties.
OFF's goal is to STOP feline overpopulation with the humane practice of TNVR, because every life matters.

Working with community partnersGrant from Walmart funds new traps!Pictured above are the traps, Walmart employees and Bryan, a representative from OFF, Inc. (Photos by OFF, Inc.) RIPLEY, W.Va. (March 2024) — Operation Fancy Free, Inc., (OFF, Inc.) has partnered with Walmart to fund some much needed, new equipment. The $1,100 grant from Walmart, enabled OFF, Inc. to purchase nine live traps, a special round live trap and additional drop trap. All of these traps are humane and in no way harm the cats trapped for their spay and neuter, as well as rabies vaccination. Having a variety of traps allows the volunteer group to humanely trap given a variety of scenarios. The grant application, which was through the corporate office, was reviewed and awarded by the local Ripley, W.Va. Walmart. Though OFF, Inc. focuses their efforts mainly in Jackson County, W.Va., it has been branching out to assist those in need in both Mason and Roane counties. OFF, Inc. expressed its appreciation of the grant which will enable its mission of Trap, Neuter/Spay, Vaccination and Return. Questions about TNVR? As always, trapping was done at the request of a caretaker, and the first video shows a trapping event in a residential neighborhood, while the other takes places in a barn. Both videos show the careful, and thoughtful steps, volunteers take when practicing Trap, Neuter or Spay, Vaccinate and Return, in a variety of environments. Adopt A working Cat ProgramOperation Fancy Free, Inc. has developed a Working Cats Transition and Adoption Program which allows the relocation of cats in imminent danger to transition to a new “home” (often barns, warehouses, garages, businesses), with the permission of, and assistance from, the property owner/caretaker. OFF, Inc. has a process and program in place to give these cats, and their new owners, the best chance at a successful transition.
